Amanda Harris is a nationally recognized consultant and strategist specializing in Housing First system design, cross-sector collaboration, and fidelity-driven implementation. With over a decade of experience leading transformational change across communities, she partners with governments, non-profits, service providers, and advocates to build homelessness response systems that are effective, equitable, and sustainable.

As former Chief of Services to End and Prevent Homelessness in Montgomery County, Maryland, Amanda helped lead one of the most successful Housing First transformations in the country. Through strategic systems redesign, fidelity-based implementation, and community-wide alignment, the county achieved a significant decline in chronic homelessness.
This work has been featured as a blueprint in national Housing First trainings, leadership summits, and federal-level strategy conversations.
